A note on how this is measured, up front

Developer attribution on this site comes from the Dubai Land Department's own project register, which links 92% of registered projects to their developer. Sales are counted only where they are residential (apartment, villa, townhouse), registered as sales rather than mortgages or gifts, and pass the same plausibility bounds used everywhere on Keyva. Some developers register through multiple legal entities — Emaar appears as both "Emaar Development" and "Emaar Properties", and those rows are shown as DLD records them rather than merged by us.

What this shows

Emaar leads on volume across its entities — close to 80,000 attributed sales between Emaar Development and Emaar Properties, at price points that bracket the market (AED 1,434 to 2,080/sqft). Azizi is the largest single-entity volume builder after Emaar Development, at a distinctly mid-market median.

Price and volume tell different stories, as they do everywhere on this site. Sobha trades at AED 2,138/sqft — a clear premium — at less than half Emaar's volume, consistent with fewer, higher-priced projects. Binghatti Developers sits at the opposite corner: high volume at the lowest median on this table.

Volume is not a quality ranking

The largest builder wins a volume table by definition. This list answers "who builds and sells the most", which matters for liquidity and comparables; it says nothing about build quality or delivery. Keyva deliberately publishes no delivery scores, because the public record cannot support them — most projects carry no completion date.

How to use this

If a developer's execution track record matters to your decision (especially for off-plan), transaction volume is one input — it's a rough proxy for how much real market activity and delivery history exists to judge them by, alongside more direct reputational research.
