Off-Plan Payment Plans in Dubai: How They Actually Work

The basic structure

Instead of paying the full price at once, off-plan buyers pay in installments tied to either time or construction progress. The two common structures:

  • Construction-linked: each installment is due when the project hits a defined milestone (e.g. 20% at foundation, 20% at podium, and so on to handover). This ties your payment schedule to actual delivery progress — you're not funding ahead of the developer's own execution.
  • Post-handover payment plans (PHPP): a portion of the price — sometimes a substantial one — is paid after you take possession, spread over 1–5 years. These are a developer sales incentive and effectively a form of interest-free (or low-interest) seller financing; read the actual payment schedule carefully, since "post-handover" terms vary hugely between developers.

Where your money goes: Oqood, not the developer's pocket

Off-plan payments are registered against the DLD's interim register, commonly referred to as Oqood, which records your beneficial interest before the final title deed can be issued at handover. Combined with the escrow account requirement, this means your payments are both officially recorded as belonging to your unit and held in project-specific escrow rather than the developer's general funds.

Before you sign

Get the full payment schedule in writing as part of the SPA, confirm what happens to your payments if the project is delayed (many contracts specify grace periods before penalties or refund rights kick in), and confirm the project's DLD/Oqood registration status directly rather than taking a sales agent's word for it.
